Growing Up Fast quest doesn't advance

So I started a new game, but when I get my BB gun, I shoot the 3 targets but it doesn't advance. I've tried restarting, using setstage or completeallobjectives, and spawning in a radroach, but nothing seems to be working

Had a problem like that once... with NVEC. Double-check that you're not using mods until just before you step outside the vault.
