I ran the installer in windows 7 compatibility mode. Install completed, and I am off to vault 101. *giggle*

That's great that you got it working! Also nice that you've come back and given some information on what you did (usually we just get "it's fixed thanks for everything" so we wonder who's Jedi mind tricks fixed it.) If you don't mind me asking for some more information (I see you've covered the basics in your first post [64 bit, SP1] so I'll just ask about compatibility):

I ran compatibility for "Windows 7", which is weird, I know.
I also stopped all background programs. Steam, Outlook, Antivirus. Etc Etc.
Other than that, I did nothing aside from what I mentioned in the first post.

Probably the antivirus really. It has been known to cause problems in the past.
