I just installed TTW, started a clean save, and the only mods I've installed are an ENB, an armor collection mod for FNV, and a weapon mod for FNV.
For some reason, VATS doesn't seem to pull up at all. I just get the "click" sound you get when you try to activate something that you can't activate.
Any ideas?
[edit] Apparently it's save-related. I just saved the game and immediately loaded that save and VATS is available. Thanks to Bastian772 for the help. :D
