@lustephelon, does your game load if you uncheck just the TTW plugins in your load order (and leave the FO3 ones)? If yes, I'd say delete your FNV Data folder, let steam reinstall it, and run the 2.4 installer again. Beyond that, I have no idea; you've done just about everything the same as me as far as I can tell.

it loads normal with the FNV
it loads normal with the FNV files checked, also normal with FO3 anchorage, Pitts, zeta, etc.. unless I put in Broken steel which is required to add TTW.
The problem seems to be now that I have isolated the dLC i can't rebuild just the one and retest. I have deleted the 3 broken steel parts, let steam reinstall them, then deleted the TTW made versions in my FNV folder and rerun the installer.. it states its sucessful, but it does not change my issue.
I did a complete deletion, and am rebuilding it all from scratch with a notepad file open and run og of my install.
this should either.. help in troubleshooting or like taking the car to the shop, mean everything will work fine because its being watched so carefully.
Edit: it works.. uploaded a file with my steps, and wish anyone having similar issues good luck.

I've also had this issue, i had bunch of mods on and i remember thats a big no-no has it greatly increases the chances of an error, so i disable every one of them and the menu would still not appear. I uninstalled the latest TTW and reinstalled the previous version and the menu worked once again with all my mods enabled.

If he doesn't has the installer and only a fomod then it is too big of a file, around 5GB+ too big

Well I haven't posted up my info because I think i know what i have to do i just stubbornly trying to find another way. It probably means a clean install of NV and uninstalling every mod and NV itself .. then reinstalling NV, the mods all of which will take hours [ mostly cause of my personal mod thats like 5gb+ ].
I just posted about FOMM not working to let others know it didn't work at least for me.
Anyway I'll post my info, maybe there is something I'm overlooking.

Main Menu doesn't appear, Music plays fine and Background appears but the Title and Options never do and just stays there looping the pictures and music.

Uninstalling/Reinstalling TTW [ full steps ], Disabling every mod except core esms, reverting back to the previous verison which works just fine. [ Sidenote: enabling the new optional plugins on the old TTW work fine except for "Outcast Fair Trade" plugin which causes the old TTW to have no menus ]
What I haven't tried:
Completely uninstalling all mods and FNV and starting from scratch. [ trying not to as it'll take a long time with all the mods ]

Have you tried running the installer as Admin?
And I use FOMM since like forever and never had any problems with it, while I have a lot of problems with NMM. Did you try the LAA FOMM? because that is the one that is advised to use to install TTW.
And on a side note, NMM is known to sometimes corrupt the TTW fomod, so if you use the fomod on NMM and it fails, then if you try to use that same fomod on FOMM it might be corrupt and it might not install well and give problems too.
