the solution will come with the next update, (With Luck!) Jax has been working on this and many other issues to make the installer run better for everyone including people that have XP and Non English versions of the game. The people that have the BSA issue are really in the minority but, are the most vocal! Which is why you think everyone has this issue! And it come from the fact that the BSA's from GFWL and Steam can be slightly different Not our fault!
We are still in Alpha and working on issues like this all the time.

OK try some punctuation
OK try some punctuation because I can't understand most of that. Also the more information you give, the better.

First what version is your
First what version is your Fallout 3? If it's not the U.S GOTY edition from steam or the U.S Games For Windows version, that may account for your fallout 3 files failing to patch.
Second, all vanilla Fallout New Vegas' ESMs MUST be above Fallout 3's ESMs, look here to see what YOUR load order should look like. http://www.taleoftwowastelands.com/content/ttw-20-out
Third, do you have a custom ini file? If so that may lead to your computer saying that "New Vegas has stopped responding..." before the main menu loads completely. Just wait a second. If it does not recover after about 15 seconds or so, than it has indeed crashed, and you failed to follow the proper procedure for the installation.
Hope this helps.
