Stuck on menuvoices.bsa

So im trying to upgrade TWW 2.4 to 2.63. And everything seems to be working well except for one thing. The installer seems to install everything and continue on, except for menu voices. When my computer says it installs it shows the command prompt but later it disappears. Okay so then i wait like everyone tells me to. I take a nap and several hours later my computer is all non responsive and it still says installing menu voices. But really it isn't doing anything. Then i try to reboot my computer and then continue it. But when i do that i get an error message saying that some of the files that are being created in the temp install already exist. So then i try to delete sounds in the temp install and start over but when i do that i keep getting the same problem as before. It not being responsive. So help is appreciated. My rig is x4 3.10 GHz processor. With 16 gigs of RAM with Windows 7 home premium 64 bit. And yes i have run the installer as a admin and i am installing to a empty folder instead of the FNV directory. Thank you.

I have Fallout 3 goty and all dlc for new vegas. Some people tell me the problem might be because all my steam games are in program files (86x) But i don't really know it that's the case or not.
