The 10mm pistol is, for a first gun, overpowered : it makes most of the 9 mm and the .22 weapon of no use.
(in fallout 3 it was doing 9 point of damage, in NV it's 22 !)
it's bad, but bethesda didn't balance to well the distribution of the weapons in fallout 3 either ( it's a little better done in fallout NV) : I remeber that I kept a gun that i found on a raider in the superdumpermark for the most part of the game

I didn't realize it did that much more damage in FNV, since I rarely used it in that game compared to other guns. In that case, I'd argue that maybe it needs to be brought back closer to its FO3 level? Alternatively - or as well as - I'd also support (if we're really going for such major balance tweaks with TTW) making the 10mm Pistol and 10mm ammo much rarer than it is in FO3's wasteland and value/costs increased, in favor of the 9mm and .32 Pistols. As much as I love the classic 10mm Pistol, I'd rather see it (and the 10mm SMG) relegated to "found mostly in Vaults and the hands of high-tech military folks" than swamping the loot lists of raiders, wastelanders and stores, and thus making the lower caliber weapons pointless.

No, you didn't... BUT what's funny is that I almost wrote "...how neat it would be the Vault 101 10mm Pistols "pristine" (Weathered - though I never got why it was called that!) versions of the gun..." but decided not to 'cos I figured everyone who'd played FNV here would have discussed that to death by now. ![]()
Yes, the nicer, cleaner, more pristine varient of the N99 10mm Pistol found in the Classic Pack DLC (pre-order bonus) IS called the "Weathered 10mm Pistol". I know... WTF, right?
Why is the "weathered" version visibly nicer, cleaner and more pristine than the NOT "weathered" version in the normal game and in FO3? Ask Obsidian or Bethesda! Given other odd bugs and errors present, likely someone was drinking the day they named that gun. ![]()

Well that is the traditional meaning of weathered, but it also means seasoned or experienced. Either way, it still has those connotations of being rugged, worn or dirty, but I assume Obsidian was trying to evoke the sense of experience with the name.

About the Vats and the Brahmin Skull message:
These two are default NV messages. Which are started from running NV scripts. Sure it is possible to change them !!!but!!! the goal of TTW is to be as less intrusive to NV as possible. FO3 should work like a DLC for NV. So changing vanilla NV scripts is the last option to do. It isn't a bug per'se (because the game is still working) it's only a little confusing. Still I agree that it doesn't give a good first impression.
I don't participate in the discussion about the weapons to many different opinions in this field. I don't like minefields ;) .
The time that dad needs to come back to his baby is absolute the same as in vanilla FO3.
About the Supermutants and Raiders near the Superduper Market. This absolute normal vanilla FO3 behavior and has nothing to do with TTW. In FO3 and NV NPCs (and the player too btw. ;) ) can't fight while swimming in water. It's realistic but can lead to some comical situations. At least it is easy for the player to shoot the muties if they are swimming. I assume that was the thought of Bethesda as they made this setup because mostly the player is at a very low level when he comes to this scene and struggles a bit with the first encounter of muties.
