I just went in "Lone Wolf Radio", "Mesquite Mountains camp site" and "Matthews Animal Husbandry Farm" and the "Wasteland Survival Guide" skill book is missing in those locations.
are those books missing in TTW or is that a bug in my game ?

A lot of skill books have been replaced/removed simply because it's so easy to reach level fifty and max your skills out to 100. Some have been removed, others replaced with magazines.
Simply using all the skill books you find in both wastelands would make reaching 100 in each skill too easy.

Were they removed in New Vegas to ? I believed that they were only supposed to be replaced in the DC part of the game.

Some were. Like I said, with two wastelands, maxing out your skills is pretty easy. Books aren't as important as they used to be, especially now that there's also magazines which can be found in DC too.

did you complete Moira's "Wasteland Survival Guide" quest? i think Jax made it so they don't appear until that quest is finished

That is right. At the moment the books do not appear until the quest is finished. For 2.3 Risewild did a re-texture of the Wasteland Survival Guide, changing it into the Scout Handbook from the older games. This means that the only copy of the Wasteland Survival Guide is gotten from Moira.

Readable as in you can actually READ the book, what she wrote?
I was thinking of making it a unique skill book that gives you points in survival when used, and then is re-added to your inventory as a misc item for collectors, possibly a passive skill boost instead of reading a skill book?

And I'm all for it as long as it could be removed from the inventory. The game is already filled with a bunch of quest items that can't be removed without console. But yeah, I'd love to see that sort of thing implements where you can get the points, but then still keep it as yours.
Maybe Wasteland Survival Guide: First Edition
