I've tried everything I've found in the forums, but my game still crashes on title screen before the menu loads. It goes thru the splash screens, and when it gets to main menu/title screen, it sits for about 15-20 seconds with no menu, then crashes. I've checked my load order in both NMM and FOMM, and everything is placed correctly, but after about the 70th attempt, I discovered something (hilighted in pics) that I think could be part or all of the problem. The problem is, all my NV files are numbered 1 thru 9, with TTW being 10. But my FO3 files are numbered as 0A thru 0F. Is this a problem? Or is it normal? If not normal, how can I fix it? Appreciate any help I can get!

FO3/FNV uses hexadecimal
FO3/FNV uses hexadecimal numbering on esm's/esp's, so that is how FOMM/NMM displays in load orders. in other words, everything is numbered correctly.
did you have a clean install of FNV & FO3 before running the TTW installer 212? not just all mods uninstalled, but totally uninstall FO3/FNV, manually delete their old installation folders (to get rid of any stray, leftover files), then reinstall from scratch.
if you are making it past the splash screens and then crashing, it sounds like either a bad install or leftover mod files.
check your Fallout New Vegas/Data folder. there should only be Sound, Shaders, Music, and Video subfolders. if there are more, you didn't start with a clean install and that is probably the issue. If there are any other subfolders, try deleting them and then run the game.
do you have NVSE installed: http://nvse.silverlock.org/
that could be a problem, TTW requires NVSE

TTW does not require NVSE
TTW does not require NVSE quite yet. It is going to, but the functionality hasn't been implemented yet.

Maybe this thread might help,
Maybe this thread might help, seems like there are some issues with installing FO3 from the discs:
