Looking in GECK, a number of vanilla Fallout 3 npc's appear to have Fallout 3 DLC class/race, but I don't see intentional overrides/conflicts in FNVEdit.
Example:
NPC editorID FFBaseballPitcher (from base Fallout 3) has race of AfricanAmericanTribal (from Point Lookout) and class of DLC05SomahClass (from Mothership Zeta).
Numerous vanilla F3 npc's appear to have these class/race.
Is this intentional? Or do I have a bad install?
