I can hear Three dog just fine, and I can hear music on random radios in the world, but I get a lot of empty noise in between Three Dogs news updates. Any help would be appreciated.

Did you already fixed GNR (placing the dish)?
The effect that FO3 overlays over GNR to give the impression that it isn't working has problems on a lot of soundcards with the New Vegas engine. I have a similar effect (music seems strange and Three Dog comes clear even if GNR isn't repaired yet). It stopped as soon as I installed the dish at the monument and everything went to normal.
