I just got to the end of Head of State, siding with the slaves, and I can't seem to finish it.
The quest marker points to Leroy Walker's corpse for the objective of "Kill all the slavers in the Lincoln Memorial", and resurrecting/killing him doesn't work.
Also, Silas didn't have a voice.
Reilly's Rangers is also somewhat bugged out. Dr. Barrows doesn't have a voice, and won't do anything to heal Reilly. I think this one might be an issue with TTW_SpeechChecks, though.
Haven't gotten to 60 medicine yet, so I haven't seen if the quest simply won't start.
I'd love to tell you what processor I have, but dxdiag says "n/a". I think it's a 2.2ghz dual core, though.

Apparently this is a vanilla Fallout 3 bug!
Protip: don't kill the slavers until the slaves are at the memorial already.
So, I guess this can be locked or whatever.
