So for the past while, I have actually been using the last version of RFTCW before the mod was taken down, and only recently did I find that the mod had a successor elsewhere. I went on and installed the mod (TTW) following the instructions, and unfortunately have encountered many problems.
The most prominent being that the 'sit' function in the game no longer seems to function properly at all, as NPCs attempting to sit will simply stand near the object and sometimes have small spasms, staying there perhaps for an indefinite amount of time (this makes certain events like the test for Brotch inconvenient, but still possible to progress through using dialogue choices). And attempting to sit on one yourself will simply put you in a similar, inescapable loop.
It would also seem scripted AI movement such as when James goes down into the room where you shoot your BB gun, or when the Overseer goes upstairs are messed up as well, because the AI will quite literally phase through terrain following the intended path, but will stay on the same elevation and ignore things like stairs going up or down. This lead to a humorous situation where James was stuck in the ceiling in the BB gun event, and when the picture event was next, it was almost impossible to continue on, but somehow the situation resolved itself after a while.
Perhaps the most major issue is that when leaving the vault on starting a new game, it simply isn't feasible to leave the cell which Vault 101 is located. Attempting to progress beyond Springvale, or even the surrounding area will yield the invisible wall message telling you to turn back. You'll physically be stuck in your tracks as well, needing to fast travel to unstuck yourself.
I'm going to assume a lot of this is due to my (stupid) mistake of not uninstalling and remove any of the RFTCW components before installing TTW. Of course, while I didn't uninstall it, I obviously don't have RFTCW mod items activated in my load order either since I at least figured they would have conflicted greatly. It would seem however, that my saves that have my character located in the NV portions are unscathed, sans the fact that all the items in those character's possessions are wiped and the sitting issue, but everything else in these areas seem to function properly. Only the Fallout 3 portions appear to be having the major issues, of course, I haven't combed the entirety of the game to make a full statement.
I'm hoping I haven't bricked the game in a major way, but in case there is some way of remedying this whole thing I would at least like to get an official word, my current load order is below in case it is required, and I apologize for the rather excessive amount. In case you're wondering, I have tried the game with all unnecessary mods deactivated while starting a new game, but there was no change in experience I'm afraid.
