Hey I just got TTW working, and I used my existing NV file to go to The DC area. Now due to a TTW bug, you normally cannot take a train from NV to DC. So I had to coc to Springvale, and I immediately coc'd back to Goodsprings. No interaction or discover(Apart from the springvale map marker) But I took the train to DC, and left the station, there I fast traveled to Springvale which had been on my map earlier, Vault 101 was also on my map as well. I walked over to Megaton, and lo and behold, I could not talk to the robot sheriff there, and therefore not open the doors. I assumed I had to trigger something at the vault, so I fast traveled there and walked in. I heard the vault door opening/closing sound, despite the door being closed. I triggered the door switch on the outside, and it opened, the door to the vault on the inside however, was locked and needed a key. I left assuming it was a bug and I went to Megaton again, still no luck. I decided to COC into megaton to force it or something, It left me in total pitch black. Save for my weapons and the pipboy, which would not let me fast travel due to my "falling". It also said I was in vault 101, Was it trying to trigger the birth scene? or Something else? If I am forced to make a new game I will, but can I at least have an explanation?

When looking for tech support
When looking for tech support, a load order always helps. Basically, running TTW on a pre-existing save should work, but is currently unsupported. The next release (sometime in February) will fix that but, until then, much of the story stuff thinks you are still in the vault. Or you could have load order issues. Or too many mods. Or improperly converted FO3 mods.

Right now, if you're starting in NV, you should probably use one of my transport mods to get to DC, since NV starts / characters are not supported yet.

If you want to make the vault 101 chargen quests complete properly - which i strongly recommend before starting quests in DC - and be able to do the "trouble on the homefront" quest properly, then you want to enter these commands (one at a time) in the console:
CompleteQuest CG00
CompleteQuest CG01
CompleteQuest CG02
CompleteQuest CG03
StartQuest CG04
setObjectiveCompleted CG04 80 1
SetStage CG04 200
RadioEnclaveREF.enable
SpringvaleEyebotREF.enable
EDIT: also if you want the transportalponder mod to actually have Megaton as a possibility for a place to go, you'll need to enter this command in the console:
showmap 62743 1
That's because, normally, the transportal ponder mod only will take you to places you've already been, and if you start a game in New Vegas, you haven't been to Megaton yet.

This doesn't seem to work for me :( i'm using the most recent version of TTW, but when i put in these commands it says it cannot find the quest that was referenced or something along those lines

None of that works for me. I opened up FNVedit and found the Form ID's for the quests, and it seemed to work for CG00, but not for the rest
