Can't travel to DC from Vegas via the train

When I go on the train in Vegas to go to DC it thinks I'm already in DC.(See attached Screenshot). Is there any way to fix this or just a way to travel to DC without the train? Thanks

This glitch happens if you use an FNV save rather than starting a new TTW game, just coc to springvale and then you can travel back and forth using the train from then on.
