Bad Placement and possibly bad script in Tutorial

I'm having a problem with the tutorial. In the birth scene, the camera is not in the right place and Dad is behind the curtain and next to the door, and Catherine can be seen on the left hand side, but the scene processes normally. Then in the first birthday, Dad is not in the playpen where he should be but right at its entrance so I had to 'Tcl' to the right spot and then he says he's going to do something but the script doesn't fire, leaving little old one year old me stuck in place while dad does nothing. I finally used the Alternate Start Roleplayer (but it doesn't let you select traits, which is annoying, to say the least.)

I have included my load order. Fallout 3 was Steam GOTY edition and Fallout New Vegas Ultimate Edition. I'm using the latest version of the program, I just installed it yesterday. It's not a HUGE problem to get around, but I'd like to be able to go through the tutorial, and save Doc Mitchell for when the character gets to Vegas.

EDIT: It's more than the tutorial. Went to Megaton and no one was there but Simms, on the outside and it was 5 PM. Then I go to Moriarty's saloon and Gob is nearly in the back, banging on air as he complains about the radio. Frankly, I don't know what else is going wrong but it's no longer a minor issue.

I've never used NVEC, but I'm pretty sure it's not compatible with TTW due to the changes it makes, including deleting F03 master records that's used by TTW.

Also, TTW 'renames' some vanilla references which can cause problems with those F03 mods looking for them (more than likely even if they are ran through a 'conversion' script) since the F03 scripts haven't been altered, just some of the converted references (taking a shot in the dark here).
