help it just stays on the loading screen forever and the background pictures and help tips just keep rotating

I had this happen multiple times on Xbox 360. Jax was right, just force quit and reload. Works 99% of the time. It happens, not too much you can do about it.

If it happens often it might relate to having too many high resolution textures. or maybe some mods could be problematic.
Optimizing textures might help. Or installing 'new vegas stutter remover'. Or cleaning quest mods FNVedit by removing 'Identical to Master records'(i use this on every quest mod i install).
Try this tool on your textures: But take a backup on the ..data\textures folder first.

It canalso be caused by large save games. Back when I used RTS I always got this late game. Too many references. Though my load order was pretty large.
Saving in interiors seemed to help. Also loading another save game that works, then loading your actual game worked for me too.
