How do I start a new game in D.C.?

With the 1.03 version of TTW, it was changing the "SChargenquest" variable in the .ini file. Now with 1.3: whenever I start a new game I get NV's starting movie, then 3's, then I start in NV. Is there something specific I'm supposed to do to start in D.C.?

Currently no changes need to be made to the ini

Oh, I guess I'm an idiot for not checking there in the first place. It just so happened to be the same mod that caused this same problem back in RFCW, haha. Thanks anyways.
