Fallout Optimizer? It is likely that Fallout New Vegas .ini is only utilizing 4 cores, using this mod it'll show you how to set up for an 8 core cpu like yours...

Also, when it rains in Project Reality, it severely drops fps. Easy fix is just enable then disable the enhanced FOV or whatever it's called. Haven't used PR in a while.

im at a steady 45-60 fps now
im at a steady 45-60 fps now and like i said project reality doesnt lower my fps no matter the weather lol. and the new vegas optimizer gave me an extra 15-30 fps lol i love it<3 even in downtown D.C. 50 fps man. and by the way fake fulscreen mode increased my fps by 3ish. all together the 4 gb enabler stutter remover and fake fullscreen mode i gained about 10 fps. the 4gb enabler was key for me

I'm not sure, so don't quote me on that, but I don't believe that CFF explorer works anymore...
Also, to the OP, it sounds like you may have your FPS capped somewhere. Running an ENB alone should take a good 10-15 FPS off of whatever your current is, but if it's running the same, then something's up. I'm actually sure that you have it capped somewhere, either in some app/mod, in the .ini files, in your graphics control panel, I don't know where, but somewhere.

the graphics cap is governed (in my case) by the stutter remover .ini and i have it capped at 50 right now cause me going up and down from 45 to 60 is a bit much for me so i capped at 50 so it fluctuates less so its less noticeable by me
P.S. the enb drops my fps by about 3. my pc is quite powerfull :D

It doesn't work for the steam version for whatever reason, but I am not running the steam version!

Yeah, there is a disc version, but they ALL activate on Steam.
Edit: Unless I got confused here and we're actually talking about Fallout 3, in which case, yes, there is non-Steam version.
