I've taken it upon myself to do every side quest, every DLC, and explore the whole wasteland from top to bottom before starting the main quest, and holy hell there's a lot of Radscorpions. In Fallout 3 I still hated them, but they were rather rare, I'd encounter one about as much a deathclaw. But now they're freaking everywhere. I can't walk for a minute without encountering at least three of them. Given, they aren't really dangerous, just tanky (1300 HP) but it's pretty annoying.

I'm currently playing

I'm currently playing "vanilla" FO3, and there's a metric shite-tonne of radscorps now that I hit level 10. I'm using FWE to control the leveling speed, so I'm not leveling fast. Normally, you'd blow right past the levels where radscorps are the main predator you stumble across in random creature spawns in the wilderness, but since I don't level as fast, I see them for a longer period. So in your case, I'd guess the FONV leveling is slower than the regular FO3, and/or the leveled lists for creatures specifies radscorps over a wider range of levels.
