Way to start new character in the Mojave?

Almost done all the FO3 content, and my character is lvl 43 and is pretty much op even with BLEED. I still take significant damage from all sources, but I deal more back in most scenarios. Plus almost all of my skills are almost 100 (should've used the bobblehead rebalance, will definitely use on my next TTW PT in the future now) so there will be no challenge when it comes to checks or quest decisions.

So I would preferably like to start a fresh character in the Mojave for gameplay and lore-friendly reasons, but if I'm not able I'd like to be able to send my character back to level one if at all possible. Posting this in advance so if there is a way I can start my second Wasteland adventure as soon as i can :)

Use the TTW Startup Menu optional .

I probs look stupid for posting this since the answer is so simple but It bugged out when I started my game with it, I couldn't start at all since my character was trapped in a pitch black room naked with no opening at all. I've heard that many others have had problems with it too and that it was still being fixed, hence this post. If its good to use now then sweet!

That problem is people using the wrong version with the load time hotfix and vice versa.

Whats the right version to use? Its still doing it for me after trying to start my NV character and I'm fairly sure I dont have any load time hotfixes installed

I would say that you need to get it.

Get the long load time fix from the next link (It's the link from the "File Attachments") and replace the old file with it (you don't need it if you already got the hotfix from out Download page):

You can get the Startup Menu patch from here too, it's the second hotfix link (between "Difficult Journey" and "Improved Transportalponder").
