I've got a friend who is interested in TTW, but he doesn't have the Steam verion of FO3 GOTY, but a Physical Retail CD. Can he still use TTW, since it checks for a Steam version of FNV?

Yes, the disk version of Fallout 3 GOTY works for TTW, just remember to install the second disk too.

As Risewild said, the disk verson should work. That's the one that I've been using with zero issues.

Same here. Not only do I only have the disk version but it is a rather messy installation containing a bunch of mods which would not work with TTW. The TTW installer looked inside my FO3 folder, laughed and calmly picked out what it needed.
My computer specs are too embarrassing to reveal, but the game still runs.
