So, I only have two of the DLCs for Fallout 3, and none of them for New Vegas, is there any way for me to download a previous version of TTW that doesn't require DLCs?

Unfortunately No. TTW has always required all DLC for both games, You can pick them up cheap on steam sales so keep your eyes open for that.

All versions of TTW require
All versions of TTW require all the DLC's. It's just far too much work to make 6^6 versions to accommodate every single combination of DLC's.
Generally they go on sale many times during the year on steam, for around $12 for the games and all DLC.
