I'm curious, does TTW end the story after the battle of hoover dam like in Vanilla NV or allow the player to keep going?

TTW touches almost nothing on
TTW touches almost nothing on the NV side of things and the things we do modify are done ONLY because it is NECESSARY to make TTW work.
So no, we don't mess with hoover dam at all.

It is VERY rare that an NV mod interferes with TTW in any way. The known exceptions are mentioned in the FAQ.

after looking at it in FNV edit, it conflicts with the Vending script, but that's to be expected.

Just an up that CAGE seems to make it so the player doesn't level after the ending, according to several comments in the thread, one of which recommends Continue After Ending instead.*
*Which also seems to have some issues when checking the comments...
