Nerco'ing...But the problem you get with playing around with DR and DT is that DR is calculated BEFORE DT...Therefore even tiny amount of DR can lead to huge gains when the two are put together...For instance. You have a gun that does 25 damage. You are wearing armor with a rating of 15 DT and 15 DR. Without DR you would take 10 damage as DT negates 15 damage, unless it's a breakthrough yada yada...Now take into account if DR worked AFTER DT you would take ~8-9 damage...But it doesn't...So you end up taking only 21.25 damage, then your DT takes away 15 of that...So you're left with 6.25. So you went from 9 damage down to 6 just because we can't change the two around...and It only gets worse the more damage is applied.

I've done some tests with this already, and it's not as OP as you might think. An armor with 35 DT and 15 DT, you still take a lot of damage from criticals. I believe that the critical multiplier is applied first, then the DR/DT reductions is calculated. With such an armor as above, my RWED mod, and against high level SM's or Enclave, I still die quite easily. That's also with toughness and cyborg boosting DT.

When you mess with the damage of the weapons in game, then yes it becomes less OP depending on how much you tweaked. I was simply stating that DR/DT combo in Vanilla is OP. I made and played a few PA mods that added DR to stuff and without bleedthrough (5% max) PA actually does feel like a walking tank suit...Which I liked and disliked.
The main problem I was running into was that no one spawned with guns as good as mine, which I didn't feel like fixing because the mod was supposed to remain small. That, and nobody in the game seems to care about dying at all...Thanks Beth AI

It is not easy to archive a balanced and immersive realistic damage/combat/armor rebalancing mod.
Because balanced and realism are not working together at all.
Realistic: Weapons kill very fast, only PA and Combat Armor, Kevlar Armor helps -> If you get PA only NPCs in PA or high level weapons / Deathclaws are a thread.
Balanced: Enemy's are a challenge based on your level equipment and area .
So we need something in between.
Or better AI that reacts to the player (for example. run if they can't penetrate PA, try to use explosives, hunt you down in groups or use traps etc.). And that is almost impossible or just way to much work.
