So, is the Tale of Two Wastelands team going to work on a Tale of Three Wastelands when Fallout 4 comes if it is possible?

With luck it will be a new engine but still based on the gamebryo one (like Skyrim with the Creation Engine). If that happens then I believe it will be possible (we can see something like that working for Skywind for example) with a lot of work.
In last resource maybe have to remake the entire Fallout 3 and Fallout NV in the new engine,
like "Fallout the Story" team is remaking the first fallout game using the Fallout New Vegas GECK.
Anyway, if it is possible it will be due to a huge amount of headaches, effort and work put into it

Assuming Fallout 4 will use the Skyrim engine, yes it will be possible, but it will be extremely difficult.
The developers of TES5edit have made a lot of scripts for porting Oblivion content (very similar to Fallout 3 / NV content) to the Skyrim engine. However, there is no good path for a lot of ref types, including quests and scripts. So, at a minimum, all quests and scripts will have to be hand-ported. Also, meshes from Oblivion tend to be "crashy" in the Skyrim engine and need reworking in nifscope etc. And a million other little things.
I gave up trying to contribute to Skywind because of the difficulty of learning the Skywind "Creation Kit" - the scripting language has a lot of differences, and everything seems like ten times as much work. Even a dead simple quest takes hours because of the number of forms and checkboxes and so forth that are now required.
tl;dr: i wouldn't hold onto much hope for porting FO3 or FNV to the Skyrim engine

I have no doubt that Fallout
I have no doubt that Fallout 4 will use the Skyrim engine, but the thing I'm wondering is will Bethesda let Obsidian do another Fallout game of their own using said engine like they did with New Vegas? That would something to think about.
