I am not sure if this was discussed previously, I couldn't find it, but which game is modded? Do I have to start up FO3 or FNV to play through both, or do I get to go through both that way.

You will play both games
You will play both games through the New Vegas engine, Fallout 3 is added to NV as a mod. So do the install and start NV. The mod will have you start in the Capital Wasteland as if you'r playing Fallout 3. After you exit vault 101 you can find a way to Vegas. Do yourself a favor and don't install any other mods untill you exit the vault.
