Well it's mostly just me, and yes it's sort of a WIP. Just needs to be worked on. The lack of loot rarity changes in DC would not be gamebreaking in any way. Technically rarifying the loot breaks the game more, since they designed the game to have all that useless junk.
It's a pretty easy fix, just very tedious as it involves finding every single leveled item list associated with a type of item (ammo for example) and adding a global to override the preset rarity chance. In actual fact, I beleive that TTW DC area uses a lot of the ammo lists from FNV, which means that at least those will carry over. Food and junk lists are different for the most part, to account for the differences in items between games, so those need updating.
I'm always open to people who want to help with any small part of PN. Someone volunteering to make those changes would save me the trouble and speed things up some. There's plenty to do and I'm good at explaining it.
