I'll put in my 2 cents, for what they're worth:
SMs aren't hard. They're sponges. I just came from a trip into DC, where I was going to the Underworld to try and find some 5mm ammo for my minigun. I was beset by half a dozen super mutants, and I happily engaged.
First they ate the ~250 5mm rounds I had. Then the 600(!!!) units of flamer fuel. I uttered some carefully-picked profanity, and took out my ripper. It made short work of them.
I was popped up on psycho, med-x, I abused stimpacks a tad, and was wearing full power armour. Taking them 1v1 is easy- it's just ripper-to-the-face. Any more than that, grenades will take care of them if I have the range (still don't have enough missiles/mini-nukes to carry launchers around).
I'd rather they tear through me than my bullets. That way, I'd know to get out of there and find something softer, like a titanium brick.

That's a good way of putting it.
I suggest a simple solution:
Remove DT from the garden variety DC Super Mutants, but keep the DT on the Brute, Master, Overlord, Behemoth Super Mutants. It keeps the early game mostly level and playable, and from testing, Brutes and Masters still appear at early levels in specific places no matter what, and end up serving as meat shield bosses until you have a high supply of heavy weaponry.
At higher levels, the low-rank DC mutants no longer spawn, thus ending the possibility that the player will run over them with a bulldozer until about level 22.

So are Ghoul Reavers and Albino Radscorpions. Did anyone ever 'fix' them? Nothing like pouring your entire ammo stock into one of them and, at least with the Albinos, there seem to be one around every rock. >.<
Certain weapons are more effective against certain creatures.
Albino Rad Scorps, and Mirelurk Hunters are best killed with shotguns.
Ghouls die quickly to plasma weapons.
SM's are susceptable to anything that bypasses their DT, like several energy weapons and melee weapons.

I was never a fan of the 30 DR thing. DR kinda feels pointless if there is no DT, because instead of giving something 50 DR, you could just double it's HP for the same effect.
My thoughts as well. The ONLY exception to that is attacks that penetrate DR.
