Just hit lvl 12, need some tips on Weaponry I should get

So the whole F03 game is entirely different from F03 Modded, I'm coming from FWE.  Glad to be with TTW really amazing stability and far less pluggins.  So I'm using Project Nevada, WMX (a few mods for that), and stand alone MMM plug ins...Oh also Sephs Raider weapons overhual.

So my trouble is this, With FWE most weapons stay deadly through out the game...I can always headshot a Super Mutie with a 10mm pistol in a pinch and he will go down.  But with FNV we use DT which makes weapons obsolete versus certain enemy compistions becuase their DT blocks the damage.  So what sort of weapons should I be on the lookout for.

My character currently has a Lever action shotgun(nice gun), Service Rifle (always been a piece of $#$@), assorted explosive devices (mostly frag mines), and good god a missle luancher with a redunculous amount of missles like 35 of them.  I've tried using a luancher but man it's splash is pretty dangerous for me too.

Character is specced for explosives and has shotgun surgeon perk and knockback perk.

Honestly though I can't seem to do enough damage with guns and often it seems my frag mines only hinder and not maim and kill.  What's up with that?

Other stuff man I want a Hunting Shotgun so bad, I've found a ton of combat shotguns but no Hunting Shotgun, sometimes finding weapons feels so off.  Morai Brown tends to off really random stuff rather than appropiate for the level gear.

The lever action shotgun is a really good weapon that will serve for a very long time, especially if you have Shotgun Surgeon and And Stay Back. (Super helpful perk that I completely overlooked for the longest time, btw.) Modify it with a choke and all of the other WMX goodies. I run AWOP, which introduces an "M" version of the lever action shotgun, and I modified it via FNVEdit to use 12ga ammo.  It is probably my favourite gun in the whole game. (I often use the Cowboy perk, so the Brush gun, a fully modified Cowboy Repeater, and Lucky are high on the list too.) Basically here is the plan until you find a Hunting Shotgun:

1. Find a loading bench

2. Breakdown all of your 20ga ammo, and any other pistol ammo you are not using

3. Create as many 20ga magnum shells as you can

4. ???

5. Profit

EDIT: I also use a mod (Book of Earache NV version) that actually makes the Service Rifle somewhat useful.  It adds a burst fire script to it so that it fires off three rounds with every pull of the trigger - it also changes he god awful vanilla model to something that actually looks decent.

With shotgun surgeon and hand

With shotgun surgeon and hand loader the lever action shotgun should be pretty nice. Carry slugs for armored enemies and magnum shells for everyone else. I would get rid of the service rifle as soon as you find a Chinese Assault Rifle in TTW they have been made more accurate. If you have decent perception, keep an eye on your radar so that you can use the launcher without hitting yourself. If you are in DC there is a hollowed out rock near Megaton that has a sniper rifle in it. Sniper rifles never really stop being useful.

As for Moira, I tried to do just what you mentioned, DC is far less civilized than NV, Moira never really gets nice gear because she just doesn't have access. The weapon caravan and flak and shrapnel usually have level appropriate weapons, but at your level, your best bet is to run around killing talon co and super mutants for their weapons.
