A member of the community is working on a french translation and I am working on a toolkit for translators to have an easier time. Its not like we are against having it in other languages, its just an undertaking that we haven't begun yet.

can you tell me how translating in the case of this mod works?
i meant, theoretically the whole game is already translated by bethesda
i remember, one of the older versions of requiem for the capital wasteland was compatible with any language
but what makes the incompatibility here?

In all honesty, the translating process should be pretty easy and fairly quick once I get the toolkit hammered out. The problem comes when the installer attempts to patch Fallout3 and DLCs, if it detects a non-english install, it doesn't know what to do. So that is why the installer can't handle it at the moment. Then the TTW.esm needs to be hand translated into different languages. The VAST majority of that could be done quickly by simple comparing it to FO3 and FNV. The only stuff that would need to be hand translated would be completely new content added by FNVEdit.
Short version: It's mostly a logistics problem that, once solved, will make translations mostly painless.
When you save Fallout3.esm it tries to build a list of all the records it changed in FalloutNV.esm, because it injects all of its records, the game is building a list of every record in the game. You would run out of memory before it ever finished. In the next update this will be modified, for now you have to open your language Fallout3.esm in Wrye Flash and add FalloutNV.esm as a master. This is how I told the game to inject all of Fallout3's records into FalloutNV. If you attempt to do this in FNVEdit it updates all of the records in FO3.esm so that they still won't be injected.

Also backing up and restoring the FNV files (Steps 2 and 9) should be unnecessary, the installer doesn't care which version of FNV you have.

This tips does not work anymore with TTW 2.0+, i dont really know what's wrong but when i tried to launch the game with my French FO3's plugins... it just stays at the Bethesda screen but the music is still working.
If i launch the game with your patched FO3's plugins, it works fine.
The sound files tips is still working, but since TTW2.0+ change it's BSA's structure, some voices stays in english. Those TTW2.0+ "new voices type" needs to be replace one by one.
It could still be done by "quick translating" the patched FO3's plugins with EGG translator, just dont use google but some custom "strings files" and/or "database" that you will find on their website. Backup your plugins before doing it, because EGG Translator "may" break them or something.
Just in case i am using:
Win7-64, (French)Steam version of both games, NVSE 3b2, FNV4GB.exe, Fallout-Fake_Fullscreen.
Edit: "I'll be back" after a few more tests.
