Effect of the Luck Bobblehead (with the esp)?

The info for the TTW Bobbleheads esp says that the luck bobblehead increases critical chance by 50%, and when picked up it simply says "For each point of luck, you get 1."

Anyone know exactly what the effect was changed to? 1 point of luck is normally 1% crit, so a 50% increase would be obscene. An additional 1% crit for each point of luck would also be a bit ridiculous, since that would allow you to have over 100% critical chance with some weapons.

It is the second one. With the bobblehead, at 10 Luck, you would have a 20% base crit chance.
