Noticed something odd with some of the leveled creature/NPC lists

For example EncSuperMutantGunDC has "Calculate from all levels <= PC's level" checked. Using the preview button, this seems to allow the leveled list to spawn level 1 super mutants even if you are level 50 (which explains some very odd encounters with enclave troopers armed only with laser pistols when i am level 25+...). With that option off, the list will only spawn the creature/NPC closest in level to the player.


The NV version of that super mutant list is EncSuperMutantGun and it has that option off.


My question is, is this intentional? Are all the TTW leveled lists with that option checked intended to spawn low level versions for the player to fight even if they are at very high levels and would not find it challenging?

Maybe you could just come up with a list or write up a presentation with a collection of "Is this intentional" items?

The preview feature in GECK is broken and only for testing (there is no player to compare levels against) and the RNG for it doesn't work properly.

Even if the RNG doesnt work properly, im pretty sure the "calculate from all levels <= PC's level" functions as i described, which is to allow low level versions of the enemies to spawn even if the PC is very high level. Im just wondering if its intentional for the TTW lists to have that ticked since some of the NV equivalent lists do not. It's leading to odd situations like running into enclave troopers armed only with laser pistols at high levels.
