I guess we will see how it goes in the game. I am expecting power armor to be divisive and controversial in the new update. Especially with whatever nerfs you are putting on the Enclave Armor to discourage people from using it. It seems like there are some drastic changes coming along, which may not resemble anything in the base Fallout 3 or New Vegas games.

Huh. So will it effect the Remnants armor too? Or just the Fallout 3 side of things? I don't want the, for example, the NCR shooting me just because I am wearing Remnants Armor. That is not how it works in vanilla New Vegas, the Enclave is not a faction and there is no Enclave faction armor. It is the endgame armor for most New Vegas players except light armor specialists, and would be basically useless with this feature.

In the base game it works
In the base game it works like it always did with DR now DT and tiered in a sane manner according to NV mechanics, added armors are then intertwined if they are added. Anything with factions should work like it does in NV. There is no Enclave faction in NV so that would only be something on F3 side of things, and should work like it does in NV with one caveat. It should ONLY work as faction armor if Reputations is enabled in your load order.

So. Just to make sure I understood everything correctly:
*In the next update for TTW, Fallout 3 NPC's will only wear native Fallout 3 armor, and there will be an optional file to add a variety of New Vegas armors to the DC NPCs.
*In the next update for TTW, reputations will remain optional, and the Enclave armor will only make people hostile if you use that optional file. The Enclave armor will only make people hostile in the Capitol Wasteland, not in Vegas.
*In the next update for TTW, armor DT is being rebalanced so that East-Coast "Enclave Armor" & "Tesla Armor" have much higher DT, slightly higher than vanilla New Vegas "Remnants Armor."
*By default, the Enclave will not have Mark I APA or Remnants PA, only the Fallout 3 armors. Likewise, the Brotherhood (Lyons DC chapter) will only have T-45b, not T-51b, raiders will only wear raider armor, Talon Company will only have Combat Armor (not advanced or MK II).
If I am getting any of this wrong, please correct me! If that is correct, I have no more armor related questions or suggestions!

The Enclave PA Mk2 has a slightly higher DT than the remnants armor. The Tesla Armor has the same DT as remnants armor, but it's medium armor, and has all the Tesla bonus effects. Josh Sawyer confirmed that this is how Tesla armor is supposed to be balanced.

Yeah. In vanilla Fallout 3, Tesla armor was objectively better in every way than normal Enclave armor. Which means there is no reason to use normal Enclave armor, ever. New Vegas does it better. Although personally I don't like it being medium*, given how to lore describes power armor in Fallout 1 and Fallout 2 (and Fallout 4, for that matter), as basically turning you into a walking tank.
*In New Vegas I mean. I disagree with Josh Sawyer's take on Tesla Armor. However, since TTW is a mod for New Vegas that tries to follow New Vegas conventions, I agree that TTW power armor should behave like NV power armor.
