Lone Wanderer and Courier two different people?

Now I'm not suggesting to change the whole idea that they're not the same person, I'm down with this alternate universe idea.

My question is that once is the mod is in a more completed state would it be possible for someone to make an alternative mod to have it be that once you beat FO3 and move on to New Vegas, your moving on to a different character the Courier starting over and the old equipment the Lone Wanderer had on him you'd find hidden somewhere in the desert perhaps in an abandoned location [ House, Bunker, etc.. ] along with how the info of how to travel to D.C ?

Or would the changes made to allow Travel in-between DC and Nevada not allow for such a mod to be made?

There is a mod to scatter the gear of the player after TTW's start. there are also a few Character respec mods that reset certain (or all) aspects of your character.
