No there's no texture packs, I'd like to but it'd probably make it more unstable. I'll try that water setting though it sounds promising. I've also turned off shadows.
Before I mentioned setting Vsync on where applicable, (which didn't help) but then whilst trying to find solutions to this, there was a suggestion to set the fpsclamp to 60 in the ini. I tried it, but whenever the fps would dip below 60 the game would run in slow motion, not low fps but actual slow motion. I thought there may be a correlation between the two, so now I've turned all Vsync off wherever you can, even in the video card settings. Let the damn thing run free then.
I've also removed one or two not unwanted but unnecessary mods that I suspect might be script heavy or large, though I can't play without PN Cyberware and Chucksteels mods. Dropped AWOP. Then regenerated new ini files and started a new game. Touch wood (taps head) it seems to be fine so far, fps wise at least. Had a little container lag but that seems to happen a lot with Beths engine, especially when I've got lots of crap in my own inventory.
Let's see how long it lasts. If it crops up again, sod it. I'll just have to live with it.
