you gotta shoot em in the head completion problem

Ok, so I understand the vanilla has some bugs on this particular quest, but I'm having a rather peculiar problem. I experienced two vanilla bugs and i will explain exactly what i did in order via bullet point. Mind you my game is heavily modded outside of TTW with few quest mods (The Inheritance, and New Vegas Bounties 1), the other mods have been found to be compatible through trial and error and sifting forums (or at least to this point compatible)

-First issue, took the optional kill Mister Crowley objective and accomplished it.

-Collected reward from Tenpenny and quest did not register as complete (known vanilla bug)

-Immediately afterwards i did the Tenpenny Tower quest and Tenpenny was killed by Roy Phillipes (may be unrelated to issue)

-I went to Fort Constantine with all keys and acquired T-51b armor and helmet (non-DLC) and quest did not complete (known vanilla bug), also the objectives for acquiring the keys are shown complete on my Pip-boy.

*Scratches head* Two vanilla bugs?

-I have not even started Operation Anchorage!

-Went back to Underworld and resurrected Mister Crowley but I can't get him to revert to ally (at this point I'm convinced it's not possible)

ok so here's my issue; I attempted to force complete the quest through setting the objectives to 100 (setstage 100)and it wouldn't register 00014ea1 (base ID for discussed quest). I then attempted getquestcompleted both with and without the base ID. when i have this quest active and enter getquestcompleted i get an error message stating that the quest is outside parameters. When i enter it with the base ID it registers getquestcompleted but errors the base ID. It seems to me that the problem is that the game for whatever reason isn't registering the quest at all past the currently completed objectives (it's stuck with the option to return the keys to Mister Crowley and has registered collecting the reward for killing him).

Does TTW use different quest base IDs? If anyone can help or bounce an idea, anything would be appreciated.

P.S. I'm new here so if i did anything not to normal standards i can post additional information. Thanks!!

The standard baseid from Fallout3 isnt the same in TTW. Instead its like any other plugin, so the ID is xx014ea1 where xx is the load order of your Fallout3.esm
