best i can tell union station is boarded up. are there thinks i need to accomplish before getting in or is this possably a load order issue?

Though I will say I've never heard of anyone with this problem so it very well could be a load order problem.
Barring that, screenshots would also be helpful so we can verify that you're in the right place as well.
Before doing any of this though, disable all extra mods you might be using and see if the problem persists.

that's exactly what i needed
that's exactly what i needed to hear. i just needed to know if this was by design and i just hadden't completed some specific in game task or if i should start playing with load orders and disabling mods. i'll keep you informed. thank you for the quick responce.

You have tons of things being loaded before the TTW master. That in itself is a huge problem. Fix that by making your load order look exactly like the load order in the install instructions. Then try disabling ALL of your extra mods, even the ones you "need" just to see if it fixes the problem. We can't really do anything to help you when you're reporting bugs with your load order horribly mangled.

my load order started out with ttw right after zeta. which was when i noticed the issue. i moved it down hoping to resolve this currently all i'm running is:

Moving TTW down will likely
Moving TTW down will likely never fix anything, and if it does it will likely break something in mods that it overrides. I know the 0's mean it's not loaded, but the order you posted before still had extra things loaded like NV Bounties. When you report something like this, you need to verify that it happens with the correct TTW load order with absolutely no other plugins loaded. Only then can we look into possible fixes. Does this happen with the load order you just posted?

Do you use the GECK power-up? Have you modified TTW.esm in any way? Have you loaded TTW as the active file withing the GECK?

after, i moved ttw way down thinking maybe one of the other mods might be overriding it.
@ jax. i did try to but it wouldn't load in geck "multiple masters error"

If it still happens with that load order and you havn't done any of the things Jax said, then I'm quite out of ideas as to what could be causing it. All I really have left to recommend at that point would be a reinstall, but if you didn't get any errors with your install in the first place then I doubt it would change anything.
