The installation instructions state I need ALL the Downloadable Content for both Fallout games, but is it possible to install it without Mothership Zeta?
I want this mod dearly, but, it is a bit expensive. I can not justify the two hundred kilometer trip to acquire the only Downloadable Content I am missing for Fallout 3. Mothership Zeta may be cheap to but, petrol in rural Australia, is not. I admit, not everyone is isolated, and most will probably suggest I buy the game on steam, while cheaper this is still impossible. For reasons only a capitalist can understand one particular company has a monopoly on the internet where I live. As such I am stuck with internet that brings back memories of the mid 90's, also know as 'painfully slow connections'.
Apologies if this post sounds condescending or insulting. Neither is intended. I just like to use my language to the best of my abilities.

Unfortunately, no, there is
Unfortunately, no, there is no way without Zeta. I would suggest ordering a hardcopy online, but I don't know what the delivery charge would be. Steam is your best bet, and I THINK you can buy just Zeta, wihtout needing to buy the steam version of FO3. Once you get Zeta, just copy Zeta.esm, Zeta - Main.bsa, Zeta - Sounds.bsa over into your standard Fallout3 folder, there is no copy protection on the Fallout3 DLCs so this won't cause any issues.
Or you can learn to mod, download the TTW installer, extract the TTW.esm and go through and remove all references to Zeta and then you should be set, but thats only a stopgap and not really recommended.

Thanks guys, I will
Thanks guys, I will investigate whether I can indeed use the steam version of the content with my non-steam fallout 3. I did some investigating regarding the availability of the Fallout 3 downloadable content and the Game of the Year edition of Fallout 3 and neither are available or sold anymore. I rang multiple chains of stores and most don't even have any Fallout 3 content on their sales lists.

Have you tried Games for
Have you tried Games for Windows Live? If your Fallout 3 is not from steam then it is from GFWL and I am sure you can buy the DLC's for the game (Mothership Zeta included) from there.
https://www.microsoft.com/games/en-us/Live/Pages/fallout3mothershipzeta.aspx
I never bought anything from GFWL and have no idea how it works though.
I hope this helps somehow.
Edit: Just checked and I think that link is outdated, here is a new one:
