I think it would be a good idea to require the player to beat the main story mission for Point Lookout because it would give a reason as to why the courier survived the gunshot to the head. I'm not going to explain why, but I assume that anybody who beat it would know what I'm getting at.

Good Idea for a mod but, it is an idea that would go against the intent of TTW. Our only goal is to combine the two games and make FO3 as integrated into FNV as we possibly can.

In its most basic and hack
In its most basic and hack-job form: you just make the activator in train not appear till the main FO3 quest is beaten. I couldn't imagine it taking more than an hour to implement and bug test. Probably far less if you actually knew what you were doing.
I'm sure it wont be part of TTW proper, as it goes against the mod's vision. That said, I would definitely play a mod that made it somewhat more immersive, or at least connected in some way to at least one of the main quest lines.
