It sure is there, and IIRC and by memory it's for hand to hand skill, found it while heading to Arefu for Blood Ties. It's also one of the area's the NPCs say might be where "The Family" is hanging out. So one can assuredly count that location as "quest related".


The idea that most of the skill books should also be placed at already existing quest areas is frankly dumb, it's not like you need the skill books to cap out your skills. IIRC with the skill books in New Vegas and it's DLC's even an INT 1 character can cap 90% of all skills to 100. 50 Levels in Default NV, and careful planning/placement of points can make that happen.


Skill books are a bonus to help character progression along, they sure aren't as required or important as they where under FO3 alone (due to FO3's lower cap and lower number of points per book.)

Then to be blunt those players shouldn't be playing a fallout game in the first place... What's the point on an open world if players do not go out there and explore? Might as well only make areas with quests in them and connect them with a fast travel system and not allow players to walk in the world outside of those quest areas...

seriously though, a bunch of minor stuff in TTW was set up that way as a "we'll try it this way and see how people like it, we can change it later" and then no one says anything about those things so they've stayed that way for years now.  feel free to do some constructive discussion about things, we'll let you know if something's not going to change.
