The offending entry is Actor Data/Quest/GenericAdult
Under the topics tab in this quest, FalloutNV.esm only has one entry: GREETING
But Fallout3.esm, which comes immediately after FalloutNV.esm in the load order, has:

I created a new ESP and deleted the old topics so it matches FalloutNV.esm and it seems to do the trick. It's refreshing to finally be able to travel through the Capital Wasteland with no one nagging me.
I'm assuming this can be converted to work with TTW: http://fallout3.nexusmods.com/mods/7702
It works perfectly in Fallout 3 by itself, don't know why it wouldn't work here as well.
Jax mentioned something about just removing those lines from TTW altogether. They're so annoying that they were left out of NV completely.
I mentioned that I was considering it.
It won't be removed for 2.0 because I need to get that done and out, so I'm only doing the bare minimum to get it released at the moment.
My reasoning is that it is strange that nobody cares if you kick stuff around in NV but everyone gets all pissy if you do in DC. It's a little strange. So yeah, I'm really considering just removing them from TTW entirely.
Removing it is fine by me
I mean I can understand if we jump on a table and kick everything in someone's home, but just walking in a abandoned sewer and kick a tin can and our slave follower (Clover for example) goes: "Be more careful" or "Watch where you're going!", that really annoys me in a way like "Shut up you fricking &*%$ or I will punch your head off!", and I am a very nice, calm and peaceful person

I would be sad if they are gone. People in the CW are mean mostly all of them so it fits pretty good that they are complaining constantly ;) about the little things. But I understand the viewpoint that NV doesn't have it and so FO3 in TTW is adjusted to that.
Still one of my first private mods for TTW would be, if they are removed, to put them in again. It's always a perfect reason for revenge ;).
I have no problem with the general population going extra sensitive about it. I just have problems with our own followers. It makes it really annoying and we are supposed to be their master (Clover), friend (Cross, Fawks), boss (Charon), etc... The only ones I wouldn't have such objection are Jericho and Butch because of their background and personality. I can't remember about Sgt RL-3, does he complain when we kick stuff? If he does I guess due to his "personality" it would be ok too

I haven't made any progress with removing it, glad it's got some attention though.
I'm having issues in New Vegas where non-vanilla companions will say things to me in New Vegas. Sunny Smiles, for instance, will yell at me with the Fallout 3 common voice for looting in Mojave Wasteland.
