Well chuck and I are a little worried about balance. Because DC is such a large city, it would make sense to have a large amount of magazine dispensers, but it might cause balance issues, giving the player access to so many magazines. The solution we came up with was to attach a script to the DC dispensers to randomly make some of them empty. If we end up going that way, Gribbleshnibits mod will have to account for that, but that shouldn't be too hard.

Argh, I was hoping to avoid an explicit patch :P Though with some of my other changes I'd need one anyway.
Yes, mine will be scripted, and the current system randomly spawns a magazine every 3 days (which works for The Strip, not so much the desolate ruins of DC) physically inside the machine, visible through the glass door. I've got a series of mods actually, based on vending machine overhauls to make them more than just containers, all fully dynamic and based on what is around/in the objects.
So think Eat'o'tronic machines that function as a working vending machine, 200 years later. They still take prewar money, and they will sell whatever is in them (utilizing ref walking to get the data). You actually see the items disappear, and once it's empty it's done. There is also a provision for machines in populated places that can restock, or optionally sell a full range of items (of course on display and restocking every few days).
I have ideas for the Nuka-Cola machines too, to actually sell their stock for prewar money, or you can pick the now locked machines to get it for free. Lock levels will always be related to the player's level, but will level with the player to keep it challenging.
A few other ideas are pending, such as machines that sell weapon mods for the equipped weapon (I know there's a mod that does it, I do it differently) and one that will sell any weapon in the game (including mod added) so long as it is on the appropriate weapon lists.
