Do Fallout NV perks affect Fallout 3 weapons?

Hello!

First of all, a big Thank You! to the dev team. You guys did a great job!

Now, as said in the title, do Fallout New Vegas perks affect Fallout 3 weapons?

I recently took the Shotgun Surgeon perk which makes shotguns have a -10 DT effect. This perk is a Fallout New Vegas perk and I am playing the Point Lookout DLC. I'm just wondering if this affects the double-barrel shotgun in the DLC.

I went through and tried to make sure that all perks and challenges worked for FO3 and DLC (including NV DLC), so Shotgun Surgeon SHOULD work for the Double Barrel Shotgun in PL.

I looked through everything when making Vending Machines of the Wastes and from what I saw everything was correct. Which was good for me and my mod.
