fonv caravan pack problem

I have done new fresh installs of both games, but when I try to install ttw, I get a message saying I dont have fonv caravan pack - main.bsa installed. This is supposed to be part of the mercenary pack, which I have installed. Steam is NO help. Bathesda is NO help. How do I get this file?
