What kind of bug is this?

I met, again, an weird bug when I run a nearly clean session of TTW332 (other than mods that change certain aspect of the games, but not the cells)

When I go from capitolbuilding04 to capitolbuilding02, after getting up from that stairwell I cant go forward, at all. The room, or the corridor, look clear, but I can not go forward, as if there's an invisible wall preventing me going forward.

The mods I am activating at the moment shouldnt mess with cells, spefically cells in capitol white house.

So I dont know what bug is that~ Anyone know?

I said "again" because this is 2nd time this bug appear in this session. The 1st time I just thought it's a weird hickup.

Extra note: this session also has another "weird" thing is that its hardcore needs seem to run too slowly. It do change, I know it, but way too slow. I am not too sure it's a bug because it's been a year before I run vanilla HC needs rate, so I dont know if this impression is correct. There should be nothing affecting this, as I try to run a clean TTW session, so the remain mods doesnt, shouldnt, affect HC needs.
