I would prefer both myself... and I may make a mod for TTW that has a few changes that I would rather be more like FO3, sort of along the lines of jsawyers mod, or even based on it.
TTW needs to be used as a mod platform like this more in my opinion. Consider TTW baseline. That way everyone can make these types of changes and make the game play how they want it to play. Without starting wars between the team and the players where everyone just gets mad and walks away disgruntled. :)
