TTW Not recognizing Fallout 3 esm's

Howdy ya'll

I'm fairly new to fallout modding and forum posting so I apologize if something in the installation guide just went over my head. After installing TTW using the installer and also adding the hotfixes, I noticed that all of the Fallout 3 plugins were completely missing from the right panel. I have fallout 3 goty installed and had the root folder automatically selected while installing TTW. Also, I attempted to boot up fallout 3 proper, not just to establish the .ini's as highlighted in the installation guide, and the game just doesn't boot. I made zero changes to fallout 3's files and only ever booted it for the first time after creating the .ini's. Could this be a symptom of a bigger overall issue or is it because of TTW? Or, is it completely irrelevant to TTW? Any help with either of these issues would be much appreciated.

What is the right panel?

It's the proper load order window. The left one is order of the folders that contain mod.
