NV Weapons in the Capital Wasteland

I've seen super mutants with Assault carbines, automatic rifles, and .45 auto submachine guns.

I've seen raiders with chainsaws, 12.7 mm submachine guns, and police pistols.

but I have yet to find a cowboy repeater on an enemy, in the world, or in a shop.

vendors sell 12 and 20 gauge rounds from level 1 but I haven't found anything better than a single shotgun or a short barreled shotgun; I'm starting to regret getting the shotgun surgeon perk.

Am I getting unlucky or do some weapons only appear in their respective wastelands?

I think so. In my games my rare cowboy rep come from some mods that add vendor. I dont think dc hostile has cowboy rep.
