Benjamin montgomery after completing Operation Anchorage
So I don't know if this is a Vanilla bug or a TTW bug, but once I completed the Anchorage dlc Benjamin from the dlc is just standing next to the elevator at the outcast outpost, I can't interact with him just zooms in for a second if I click on him. It's happened twice now on two separate playthroughs one unmodded and one just recently with a modded playthrough. Anyone else encounter this?

As it happens, I have seen this. I've done the Anchorage DLC exactly twice, with one of them ending with a phantom Montgomery just as you describe. (And I do mean phantom; I tried shooting him in the head with a sniper rifle, and as far as I could tell, the game behaved as if the bullet had traveled right through him.) On that run, I had Montgomery following me throughout the Paving the Way and Operation: Anchorage! quests. But on the other run, I was going for the "Violence in Video Games" challenge, so I made sure Montgomery stayed at camp the whole time. When I left the Outcast Outpost, there was no phantom Montgomery.
So, my best guess? Vanilla FO3 and/or an earlier version of TTW included a bug where - if Montgomery was following you during the final battle of the simulation - he would CONTINUE following you even after leaving the simulation. And some vestige of that bug seemingly still exists in the current version of TTW.
Or, alternatively, TTW adds a feature where that simulation is actually haunted by the ghost of Benjamin Montgomery.
